You can invent a new document format for a system that no longer exists
The separation of structure (Schema), instance (Snapshot), and presentation (Layout) buys three things: the same captured data can be re-rendered for different audiences without re-capturing; redaction, branding, and section-ordering changes happen at the Layout level leaving Snapshots untouched; and new Layouts can be created later, even post-decommission, because they depend only on captured Snapshot data. This layered model is part of why STG can serve customers through years of operational access during the Snapshot Access phase — captured records remain useful and re-presentable long after the source system is gone. It pairs with the architecture: since PDFs are assembled on demand rather than stored, a new Layout simply produces a new assembly from the same locked components.
